Pune Blast: Red Alert Follows

I’ve serious problems with this. Every time there’s a blast, Red/High Alert follows in every city. I don’t understand – why aren’t all the cities always on high alert?

…and I want to know what exactly happens when a city is on high alert? Do they put more cops on duty? Or do they just say “the city’s on high alert?”

Why aren’t we always on high alert?

    I guess after a Red Alert, the cops in that city become more alert for checking for any suspicious activity so that a series of attacks like those happened in Mumbai won’t happen.
